On behalf of the Government of the United States and the American people, I send best wishes to the people of the Kyrgyz Republic as you celebrate the 29th anniversary of your independence.

The United States values the Kyrgyz Republic as a partner in advancing our mutual goals in the region.  Since your independence, we have supported the Kyrgyz Republic’s efforts to develop its economy and build a dynamic civil society with over two billion dollars in assistance.  Our support has continued during the current global pandemic, with the United States providing over four million dollars in COVID-19 specific assistance.  We remain firmly committed to supporting the Kyrgyz Republic’s sovereignty, independence, and territorial integrity.

The United States looks forward to deepening our cooperation over the coming year.  I congratulate the people of the Kyrgyz Republic as you celebrate your nation’s independence.

On the Resignation of Prime Minister of Japan Shinzo Abe

The United States deeply values the enduring contributions of Prime Minister Shinzo Abe in making the U.S.-Japan relationship the strongest it has ever been. He championed our Alliance as a cornerstone of peace and security, and he advanced a free and open Indo-Pacific by working with the United States to build a network of partnerships across the region.  We thank him for his many years of dedicated service and wish him a speedy and complete recovery.

Deputy Secretary of State Biegun’s Meetings in Vienna, Austria

During his August 27-28 visit to Vienna, Austria, Deputy Secretary of State Stephen E. Biegun represented the United States at the Organization for Security and Cooperation in Europe (OSCE) Special Permanent Council to discuss the situation in Belarus.

At the OSCE, the Deputy Secretary delivered remarks calling for an immediate end to the violence against the Belarusian people and the release of all those unjustly detained, including American citizen Vitali Shkliarov. He emphasized that the people of Belarus must be provided the self-determination to choose their own leaders through a truly free and fair election under independent observation.

Deputy Secretary Biegun and Ambassador James Gilmore, the United States Representative to the OSCE, met separately with Albanian Prime Minister Edi Rama, the OSCE Chair-in-Office, to express support for the OSCE’s offer to facilitate a national dialogue between the government of Belarus and representatives of civil society and the opposition. Deputy Secretary Biegun also met with other foreign counterparts attending the special session.

Moving faster to end preventable newborn deaths and stillbirths by 2030

Global actions now will determine the course of maternal and newborn health for the next decade and the health and lives of future generations.  Essential health services, including high-quality maternal and newborn health care must be sustained and further strengthened to withstand shocks like COVID-19, in order to protect the lives and health of women and children and make progress towards the SDGs. 

Countries and partners will discuss how to meet these targets and milestones; the actions needed at country level, the challenges faced and the support required from regional and global partners.

Chlorhexidine 7,1% digluconate (CHX) aqueous solution or gel (10ml): Reports of serious eye injury due to errors in administration

WHO has been made aware of multiple, recent reports of eye injury, including blindness, with the use of chlorhexidine gluconate 7.1%, in nine countries in sub Saharan Africa.

Chlorhexidine gluconate (CHX), available as an aqueous solution or as a gel (delivering 4% chlorhexidine), is used in umbilical cord care, and is listed in the WHO Essential Medicines List1. WHO recommends daily chlorhexidine (4%) application to the umbilical cord stump during the first week of life for newborns who are born at home in settings with high neonatal mortality (neonatal mortality rate >30 per 1000). Clean, dry cord care is recommended for newborns born in health facilities, and at home in low neonatal mortality settings. Use of chlorhexidine in these situations may be considered only to replace application of a harmful traditional substance such as cow dung to the cord stump. The use of CHX is being implemented in many countries (South Asia and sub-Saharan Africa) as part of a package of essential newborn interventions to reduce the incidence of omphalitis2.

CHX causes serious harm if mistakenly applied to the eyes, resulting in severe eye injuries. Over forty (40) cases of such incorrect administration are recorded, either as media reports, or in the literature, since 2015. Injuries associated with both the liquid and gel (ointment) formulations have been reported when CHX was mistaken for eye drops or ointments.

The present Alert is being issued to warn all stakeholders involved in the umbilical cord care programmes about this potential misadministration and risk of serious injury with CHX. All healthcare professionals, caregivers and others involved in its distribution, use and/or administration are advised to take all necessary measures and precautions to ensure its correct use and administration.

Suggestions to National Neonatal and Reproductive Health Programmes and/or Regulators include the following:

  • Assess what products are part of the newborn package and select the optimal primary container/dosage form for CHX or modify the design of the container to distinguish the product from other medicines typically used for newborns.
  • Update the product label with appropriate information on the safe use of the product.
  • Develop more detailed instructions for users (flyers, posters, pictorials etc.) that are culturally appropriate and easy to understand, to ensure correct use of the product.
  • Train health care professionals who interact with mothers and/or provide the product to ensure the full understanding of the indications and contraindications for use and application methods.

All stakeholders are advised to remain alert to incidents of eye injury with CHX in their settings and to report these to their National Regulatory Authority (NRA). Member States are reminded that adverse events associated with the use of any medicinal product should be reported to the National Regulatory Authority.

DESIGNATIONS FOR IRANIAN HUMAN RIGHTS OFFENDERS, AUGUST 25

On August 21, the U.S. Department of State announced visa restrictions on 14 Iranian individuals for their involvement in gross violations of human rights on behalf of the Iranian regime, the world’s leading state sponsor of terrorism. This action was taken pursuant to Section 7031(c) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, FY 2020, making ineligible for entry into the United States officials of foreign governments and their immediate family members about whom the Secretary of State has credible information of involvement in a gross violation of human rights. This action includes visa restrictions on 13 officials involved in a brutal and intricately planned assassination carried out in Switzerland in 1990 as part of Iran’s ongoing worldwide campaign of violence and terrorism. These 13 individuals, who posed as Iranian diplomats, were acting under the highest orders of their government to silence opposition and show that no one is safe from the Iranian regime, no matter where they live. Below is a list of their names:

  • Said Danesh
  • Ali Hadavi
  • Saeed Hemati
  • Mohammad Reza Jazayeri

In addition, the Department of State publicly designated Hojatollah Khodaei Souri, the director of Iran’s notorious Evin Prison, under 7031(c), rendering him ineligible for entry into the United States. Souri oversaw an institution synonymous with torture and other cruel, inhuman, or degrading treatment or punishment.
